Yes.  If glcursor worked, and if a completely transparent
IDC_ value were available, that would work fine for me.

(Scrollbar functionality is a poor example because of the 
disruptive behavior scrollbars exhibit as the mouse moves
away from the scrollbar.)

I'm trying to avoid the problem where the mouse stops generating
events when it gets to the edge of the screen.

I don't need completely general "move the mouse" functionality.  
All I need to be able to do is put the mouse at the center of 
the active isigraph control (without generating a mouse move event).
