I believe the problem is not so much GUI as opposed to interpreter that requires the features of CE 4.2+, but that a native build will use full benefits of ARM4. Note, applications built for CE 3.0 will run on PPC 2003 machines, but may (?) have performance penalty. The mainstream documents say that you need separate development environments and separate incompatible code projects. From that perspective it means like supporting an additional whole platform. However, with some risky effort and restrictions it is possble to obtain a StrongArm build from the same VC 4.0 project usign the same VC 4.0. Windows CE has not improved even up to Windows Mobile 5.0 to any extent that would justify an upgrade.
