I guess wheel events need not require keyboard focus. Take a look at thunderbird or firefox with 2 or more panes. When mouse is over a pane, mouse wheel will scroll that pane, and when mouse is off that pane, (no need to mouse click to select focus), it won't scroll that pane. This have the advantage of being intuitive and will not affect keyboard focus.
