Maybe.  Microsoft seems to be decommitting at least one documentation
tree relating to this issue.  (And notice how it seems inclined to dub in
german content for english content -- though this can probably change
at any time):

However, this was possible with beta versions of visual studio:

but the documentation describing this issue is fragmented, and requires
some navigation in that tree to fully understand.  (Also, as Microsoft
documentation links tend to become stale after a while, anything
important should be either memorized or recorded locally.)

That said, Microsoft claims to "support" this file:

Hypothetically this means that even though they do not distribute it
in a robust fashion, they may at some future point in time choose to
distribute updated versions of it (with security fixes).

It's not clear to me whether any such hypothetical security fixes
will work if the file is distributed with J.  (That is: I am not sure
whether a GAC instance will take precedence over a side-by-side
instance -- nor am I sure whether side-by-side versions will be
detected by the update mechanism as targets to be upgraded.
For example, would a side-by-side instance of msvcr80.dll be
registered anywhere?)

That said, I am also not sure how much any such hypothetical
security fixes will ever matter to J users.
