The ~install and ~user refer to the jpath convention where ~name looks up name in SYSTEMFOLDERS_j_ and replaces it with the corresponding value.

Try:
  jpath'~user'
  jpath'~install'
  jpath'~bin'
  jpath'~user\projects\myproject/myfile.ijs'

I found that all scripts are initially uneditable
and I can change my preferences to make them editable.
However, one of the options refers to the ~install folder,
which I think has been removed in the latest beta. Also the
folder ~user is mentioned, but I think it is now ~jxxx-user.

A separate issue for me is that Ctrl+T no longer
runs files and instead is involved in the toggling of the
editting state of scripts. Perhaps Cmd+T could run a file,
but I suppose the user could add that.
