Regarding the help menu for JHS, my preference would be to move the current link|help menu-item to a separate top-level help menu that also had links to other documentation (much like the J602 help menu).
My thinking is that a "Welcome" message is not necessary for jconsole because it will most likely be used by more advanced (not newbie) users. I like the idea of a help verb. Note that J602 has the help_j_ verb (which calls help_jhelp_) that provides context sensitive help for primitives as well defined names.
