Yes.

Perhaps the simplest resolution would be to add a command line argument to
skip the first line (or the first "n" lines) of the file.

If the command line could include a sentence to be executed, then supplying a
0 :0 on the #! line (and a closing right parenthesis, after) might
avoid all problems
associated with executing that line.
