There are many ways to customize your JHS. I'm not sure the approach you suggest is the best. If one uses J a lot then it might be best to start JHS once and just leave it running so it is always ready to serve. If one uses J rarely, then special steps probably aren't warranted.
What I have found works for me is to have JHS started when the system starts. In windows this can be done by putting in a link to jhs.bat in your startup folder. There are equivalents in other hosts.
