Your change worked fine on Win7.

On WinXP_32, I got this result when Browser_j_ pointed to Firefox.  Firefox 
opened three tabs:

file:///c:/documents
http://www.and.com/
http://settings.com/

when I tried the Help->Help menu item in J7gtk.

If made this change:

r=. ShellExecute 0;(uucp 'open');(uucp browser);(uucp dquote 
cmd);NULL;SW_SHOWNORMAL

My tests were successful on Win7 and WinXP.

The problem might have occurred without the dquote on Win7 also, if there had 
been blanks in the path to the help htm files on my Win7 system.

Blanks did not seem to be a problem with the content of the lpFile parameter, 
only with content the lpParameters parameter.
