I think, in my case, some or all of it is related to wireless
interference.  Assuming that's the case, there's probably not much one
can do other that implement hardware-based scrolling:

The only thing I'm not sure about is when the scrolling gets
interrupted, sometimes it skips a bit of the screen but overall it
moves along the screen at the same rate as if it hadn't skipped.  Other
times (and I think this sounds like what Max is seeing) it does jump
right back to the beginning, wait what seems like the configured scroll
pause delay, then start scrolling again.  For me, I wonder if this
latter case might just be an artifact of the scrolling code and how it
'catches up' after delays.
