We don't have any ogg streams in the guide, yet. If we start to see many stations using that format then we will add it.
The query params is a good idea. How would the integration work? Would you speicfy which formats in the RadioTime plugin, or could it automatically detect? We often have several streams for any one source. If the item is a radio program, we will often have a lot of sources (there are 1400 options for listening to All Things Considered, for example). Is there a way for us to specify multiple streams for one item? That way, if there is a problem with the default option, you can try another source?
