Yes, the same happened with Softsqueeze when I was having the problem. 
It too refused to connect.  If you look through the bug report at
comment #4, one odd thing was that when the Squeezeboxes didn't
connect, the Softsqueeze client never appeared in the logs.

If restarting SlimServer is a workaround for you (even if only on
1/10th of the tries) then I think there's a good chance that you're
experiencing the same problem.  It might be good to note the Windows
operating system and the ActiveState Perl version that you're using.
