It used to be case that you had to delete a file called plugin-data.yaml
file from the cachedir and restart SC7.0  to get a plugin to be
recognised correctly. I'm not sure if you still have to delete the file
to get a plugin to work correctly - can anyone who's more informed me
than me comment?

The only other thing I can think of is that 3rd Party Plugins are
supposed to go the \Plugins directory aren't they? I know this
contradicts the plugin installation instructions but it might be 
having some effect. I'd suggest a PM to the author of the plugin. Sorry
if this doesn't work out for you. 

I followed the linux version install instructions and the plugin
appeared on the SB3 under

Extras->Server Power Control

and offers me two options Shutdown or Restart Server. These are
hardcoded in the Plugin.pm module - so there are no settings modify on
the server plugins page.

I had a quick look at the code and it uses
Win32::InitiateSystemShutdown to works it's magic.

I'm no perl expert but http://www.perlmonks.org/?node_id=487842 says
that you could replace this with code to set suspendstate to give you
what you want. Good luck if you're feeling brave!
