Then normal users would never be able to delete the cache folder.  As this 
seems to be a common support request to ensure that no cached data is causing 
webUI display glitches, that would be a pain for support.

If SC starts a MySQL instance, it should stop it when SC is stopped.  
Alternatively, the MySQL cache files could be stored in a different folder, so 
SC cache files can be cleared without having issues with MySQL.

If this is being resolved on another open bug report, then fair enough :-)
