i have a similar problem (i think) running the 04 dec beta:
selecting Title Format on the Players page and pressing Save just
clears the selected option again. i also don't see the value being
changed in server.prefs. however, this just seems to be the selection
itself, if i change one of the Title Format values in the pulldown, i
do see the list change in server.prefs (confused already?).
so, in server.prefs:

titleFormatWeb: 9 <- this one doesn't

in addition, the Title String sent to the player isn't updated, in my
case it only sends the tracktitle. it doesn't matter if i change
titleFormatWeb manually to a different number, it keeps sending the
same title string..
i'm running the daily .deb on ubuntu 7.10 server, firefox 2.0.
