I'm not sure. Yes, RG is not an issue in your case, and having it in place in the file does nothing. But it does sound like the CPU is running out of cycles, so...not sure.
However, it's not a bug that can be fixed without a drastic shift of CPU power to the server (which would entail extensive or total redesign of the way SS/SC works) or an upgrading of the CPU in the player, which will happen only with a new design.
