I completely agree. The only way I could work out if it was reflecting the current state or the state that would be set by pressing the button, was when I realised that only the "Disable" buttons had "Settings" next to them. If people have to look for other clues to the meaning of a button (especially when the confusion is between two complete opposites) something has gone awry with the interface design.
