I reported this as a bug, and got a response that it was working as designed. Here is the situation:
I have SC 7 loaded on my laptop, and I use it to play stuff through Winamp because SC gives me better control of Last.FM, XM Radio, MusicIP mixes, etc. when I travel. If Winamp is the only player available, the volume control is locked at the lowest volume setting. At home, where my Squeezebox is also available, I can adjust the volume while on that player; it will carry over to Winamp. If I stop and restart with no Squeezebox, the behavior of the Winamp volume control goes back to locked and low. The problem is that essentially, there is virtually no (or very little) sound getting to Winamp from SC. The response I got in Bugzilla was that it's not possible to control the volume of a Winamp "player", that's why it's locked and low. It's been a while, but I seem to recall that this did work in 6.x versions.
