Try checking your Windows Home Server CPU utilization the next time this happens. (If your WHS is headless just start the windows performance monitor on any Windows machine and connect to your server). I had similar problems and found that the DEMigrator services on WHS is using up quite a lot of CPU power. Setting Slimserver's priority to 'above normal' (Home / Server Settings / Performance) solved the problem
