I think I was mistaken.  Looks like the New Streaming may be the culprit
here, after all.  I just hooked up the same SB2 to an SC 7.2 server, and
using bitrate limiting (again, Flac to Mp3 at 256 kbps) it fills the
buffer to 100% in a matter of seconds.  I see similar CPU percentages
for LAME (under 5%) with this server and it has no problem keeping the
buffer filled to 100%.

I also saw similar poor performance at work today using a Squeezeslave
client, where I was consistently getting dropouts at 256 kbps when
connected to SC 7.3.  Attaching that same Squeezeslave client to the SC
7.2 server, it was easily able to stream at 320 kbps.  This is the same
sort of thing I saw during the Boom beta using the New Streaming
branch.
