I have this problem when I start the WebUI with the Default skin using 
http://localhost:9000/Default, as I have Fishbone selected as my default skin.

Apparently it could be related to the number of plugins that have been 
installed.  The Template Toolkit has a limited number of folders that it can 
scan through (or something like that).
