Uh, there are as many oppionons of party/playlistmode as there are peers
on this forum.

And I have one too :)

Firstly: forget about the hotkeys, It's confusing. Let it be a setting
you chose in the menu, no something you toggle on/off ad hoc.

Why not let users define their own modes in the same way as they can
define their own main menu?
You can create two(three) default modes: 
1. Playlist mode: only prevents users from deleting the current
playlist by mistake by changing the play-button behavior so that you
are warning/prompted yes/no before clearing the playlist. Perhaps the
warning can contain a small explanation on how to use the add-button.
2. Party mode. The most restrictive mode you can think of. No
"destructive" (as pr mikelee999's definition) actions possible at all.
Maybe password needed to exit party mode.
3. normal mode as we see it today. Maybe playlist mode as I describe it
above will make normal mode unnecessary.

And then allow users to create their own modes, were they can switch
on/off restrictions as wanted, and choosing between different behaviors
of play and add buttons.

I know this is pretty advanced and playlist/partymodes will need to
mature more. But now I have presented the idea to you.
