I'm running the HP MediaSmart, WHS & 7.4 and having a similar problem. The problem seems to be the scan not completing. The first time I ran the scan, it found all my files but did not merge artists. So I reran scan but asked it to look for new music. It then completed the merge artist, started the album art scan sat on a display of (1 of 5344) for about 2 minutes, then reported it was done. None of my album art shows up. I'm still running 7.3 on an ubuntu box that sources it's music from the same HP MediaSmart without incidence, so I know the album art is OK. I looked at the scanner logs and don't see any errors. The event viewer on the HP box however reports an exception on scanner.exe. I'm not at home, so I don't have the information on the exception. My library is >65,000 songs and consists of MP3 & FLAC files.
