I don't know how this is different...but instead of using my existing xml file, I ended up exporting my local library to an xml file... I then did a search and replace of the drive designator to the appropriate UNC path... Then I moved the file over to the server and configured SC to point to this xml file... Took a few hours to process the file...but in the end, it worked... Not sure why I was not able to do the same by using the existing xml file...
