The most important question is: does the latest control panel fix this  
issue or not? We can discuss Windows oddities another day ;-).

My XP has a checkbox "apply to current user and system default" (or  
similar: "Alle Einstellungen auf das aktuelle Benutzerkonto und  
Standardbenutzerprofil anwenden").
