new and changed are both determined by comparing the date/time of the
files with the date/time of the last scan.

If you want to just detect new additions and ignore changes, use
tagging software that allows your to make changes without altering the
file date/time.

I cannot imagine why you would want to pick up changes and ignore
additions!!!
