That's great.  It's how I always thought it should work - essentially
merging the tags, with ID3v2 having precedence.

Obvious next question: Where do APE tags fit into this?

The only thing I can see causing some people problems is maybe some
added confusion when trying to troubleshoot tagging issues.  It's a
little less straightforward than before, but as long as long as it works
as defined, it should be easy enough to understand.

Yes.  And if this is a step toward the ideas put forth for the 'new
schema' database, where you read and store all tagging fields for all
files, then a BIG YES.  You'll potentially be able to do a lot with that
data, even with the current database schema.
