If you find them, they must be there... It's only curious that not only
MP3Tag doesn't show them (even in the extended tags), but also
dbPowerAmp and foobar don't show them.

I found one setting in MP3Tag that maybe causes this. In Options > Tags
> Mpeg (where is FLAC here?) it states:

Write: ID3v2.3UTF-16
Remove: ID3v2, ID3v2, APE

This confusing option apparently means that although all ID3v2 tags are
removed, after that, new ID3v2 tags are written again in what they call
the 'newest' ID3v2-format.

To be able to see both if clearing this check box helps and that your
bug fix works for the old situation I'll rewrite the tags of a few files
with this new settings and look at the result. As soon as I get the next
nightly I'll check if your fix helps.
