Somehow a scan must have hung up, or maybe I restarted the server in the middle of a scan. Now the server thinks that it's scanning, which it's not. Without being able to reset this I can't run another scan.
In the SQLite database I deleted the one record that existed in the progress table and the rescans table is empty.
