The sever has always done that, and it's always been a minor headache,
but it shouldn't cause any great problems.  If it's pointed at My Music
by default then on many systems it will just find 0 files and only take
a couple seconds to run.  As long as this initial scan completes then
you can change the music folder and launch a fresh clear & rescan.  You
should be beyond that point unless you're deleting your server.prefs
file.

I just tried it myself after removing the .db files and SbS launched
the external scanner when started up with no database (the auto-scanner
is in-process).  You should be seeing the same.

Don't bother.  SbS 7.6 with MySQL doesn't work at all on Windows.
