Obviously this is the problem, and it might even be the only problem. I
think other users have reported the same on Windows.

I wonder if that's a SQLite database lock or an OS lock on the file.
Are you running any third party plugins? As erland pointed out, there
may be some serious problems caused by his plugins due to the new
scanning model of 7.6.
