Yesterday I installed a new SBS server on a more powerful laptop running
Windows 7 and using the latest 7.6 build. I also switched fom MySQL to
SQLite given that MySQL won't be "officially" supported. The Web UI,
Moose, Squeeezecommander and SqueezePlay display all foreign characters
in the albums, tracks and artists correctly. All plugins appear to work
fine except for MusicIP. Btw, my previous MySQL setup also had the same
issue, but I wanted to move forward and address this issue with a
supported platform.

Maybe someone can explain, in layman's terms, why via the Web UI in
conjuction with the MusicIP plugin and the MusicIP application (ver
1.9b) one is unable to generate mixes that include tracks that have
foreign characters in their paths or file names. Note that if a track
with foreign characters is selected as the seed track, a mix is
generated, but it excludes the seed track. When I select the same track
in the MusicIP application it generates mixes that include the seed
track and other tracks which also have foreign characters in them.
Also, the SugarCube plugin which uses all the components mentioned
above, does not have issues with foreign characters as it generates its
dynamic mixes.

I set logging to debug for the MusicIP Plugin and get messages similar
to the one below when I click the "M" in a selected track that has
foreign characters in its path.

As you can see Falá is transcoded to Fal%E1 - Is this code being
generated by the MusicIP application, the plugin or the CLI? If it's 
being generated by the application, is there no way to adjust the
MusicIP plugin or the CLI so that it can handle such cases? If the
transcoding issue is caused by the Plugin or CLI is this a known bug?

I added below a server log entry that was generated using a track from
the same album that does not have a foreign character in it. Selecting
the "M"  resulted in a mix that includes the seed track, but did not
include subsequent tracks with foreign characters.
