Could you please describe how I would control the system with any of
these nice applications when the computer is powered OFF ?
Because as I understand, we both agree that most people would prefer to
have the computer powered off when listening to music in their living
room or viewing a video or picture on the TV.

Right and that's where the focus should be, not on Windows, not on OSX.
The Touch runs Linux by the way, so to make TinySBS work, it needs to
work on Linux.
The problem with the Touch is just that its hardware is not up to the
task, too little memory to slow CPU, the hardware in the Revue probably
fast enough. I believe the Revue also runs Linux by the way.
