Never happened to me with 7.7.2 and fairly recent 7.8 (I only switched
to 7.8 some months ago...)

I don't think there's a difference in artwork handling between "new and
changed scan" and a full re-scan (both do exactly the same thing, only
in the latter case the library db is wiped). iirc, there is a difference
between new and changed files - in the latter case, if the artwork is
know (according to the library db), it's not checked again.
