We could "fix" this by adding a positive list of plugins known to work
but not supplying a correct version information.

I'd rather go the blacklist route: if we see a report about failing plugins, we disable them. Most likely authors who haven't updated in the past won't get back to update their repository _now_. And in this case I think a false positive is much more likely than with the white-listing.
