My vote is to get rid of the recommended list and just have a repo.xml.
Yep I agree, its confusing at the moment.
It's already changed in 7.8.1.
Otherwise you are always going to go for MaxTarget version * as it saves
you coming back from holiday to dozens of complaining emails from users
and user work around hacks.
You can't really "fix" the dev's laziness with the suggested kind of
fuzzy logic. Your amber might be as broken as the red. Because
brokenness is binary: it's broken or not.
