Probably not a very useful comment, but both "Look for new and changed media files" and "Clear library and rescan everything" seem to work on my system, using today's build, Logitech Media Server Version: 7.9.0 - 1440648593 @ Thu Aug 27 08:06:48 CUT 2015.
