If a friend brought over a portable HD with 50,000 tracks, would it need a full rescan in order to play tracks?
No, but that's not a Remote Library use case. What you'd want to do here is mount that disk on your computer running LMS, then use the "Browse Filesystem" option from the "Extended Browse Modes" plugin to access it. This would allow you to play its content without it being added to your database.
