Plaese provide the informations from http://your.lms.ip:9000/settings/index.html ->last tab [information]->first chapter (status) If there is another than UTF-8 listed you have to alter your OS to UTF-8 btw. some Os have their own "forbidden/internal use only" characters eg. Files/Folders with leading '.' are hidden under *ux * BSD (OS/X).
