No, the frame nodes are a new (experimental) feature purely for layout organization. Groups on the other hand allow instancing (use in multiple places), but they are more work to set up and only one of them can be edited at a time (currently). The idea of frame is to separate the layout part from the instancing functionality. If you want to group nodes to make your tree more easily navigatable you can use a frame. If you want to create a complex setup that can be reused (often called an "asset") you use a node group.
