Not a bug. There are two different hiding flags used - one for "standard" armatures (i.e. as seen in Object mode, and/or embodied by "Pose Channels" in Pose Mode), and another for "edit" armatures (i.e. as seen in Edit Mode).
Examples of situations where this is useful: 1) Sometimes you might not want some controls to be visible to animators but still want to be able to tweak it as a rigger as it affects the way other bones move or trigger deforms (i.e. in editmode). Although this use case is less frequently used now as bone layers are generally more effective, IIRC some riggers still put it into their rigs sometimes (e.g. for IK/FK control setups). 2) More often, you're editing a rig and need to hide all the other bones you're not interested in so that you can hone in on the ones you are interested in. Moving bones to other layers is not really an option, and you still want to see all the other bones in the other modes as per normal (e.g. so that you can see whether your changes did what you expected).
