Now the rules in FFG say: "In a deal, a player may trade cards and/or
allow his or her opponent to establish one colony on any one planet
where the player already has a colony"

Some reason i've always played like the following:
The attacker can negotiate for a base anywhere in the defenders home
system.
The defender can only be given a colony in the attackers home system.

Now the rules do not say how many ships you can place on a new colony,
so I assume you can place as many as you want. Taking them from the
gate, and other planets.  Remember though, you will only be able to
move a max of 4 from the planet per turn. There really isn't a reason
to put more than 1 unless playing against shadow/assasin.
