Hey i just checked the rules:
I always played that each player could give you a base in their home system. But checking the rules, you can give a player a base anywhere you have a colony. So if RED attacks GREEN. GREEN can offer a colony in BLUEs system, that GREEN conquered on a previous turn. You can move as many ships as you want to the colony, grabbing them from the cone, and other planets. At the end of the negotiate, any ships still in the cone are returned to players colonies.
