There is a lot of luck, yes, but if you like long-term planning games,
this one is a nice addition. It's prone to a lot of chaos, since it's
nigh impossible to plan for certain contingencies, and since you're
allowed to negotiate with all players. I couldn't see myself playing
it more than once a year, but I have it for when I do. That's a
pretty good price.
