Headline phase is not an action round, thus preventing the US from gaining the 1 vp.
But since Defectors cancels the Soviet headline then Defectors cancels itself meaning that the headline phase is no longer cancelled so Defectors is in effect canceling the headline, etc ... thus setting up an infinite paradox loop that may harm the fabric of space and time itself.
