This is from the FAQ:

  # 103 Defectors:
  Q.  What happens if the Soviet player plays Defectors in the
headline phase?
  A.  Nothing.  Defectors cancels itself and so has no effect during
the headline phase and the Soviet player misses his opportunity to
play the card during an action round for a Victory Point.
