Yeah, the rules are poorly written on this.  That was the same
question I had when I got the game, and I don't think the rules ever
specifically say.  But I agree with Bearcat89, it makes most sense to
start with the person to the left of the last tile placer.  20 AP
would be too much of an advantage.
