I took another look at this tonight and I think the
BDSKIEEEXploreParser I wrote back in June is in good shape:

- I removed the "feature" of trying to parse everything on a TOC page
(if only it were fast).
(It just puts a dummy bibitem in the table telling you to click through.)

- It works for more pages on the IEEE site now, too - they send you to
a different page for the same reference if you started from searching
vs. browsing.

- I also updated the parserinfo to reflect that you can't even import
citation info without a subscription (stingy!).

So, is it a good time to commit this and get it out for some testing?
