Adam, would it be possible to modify the nightly build script to somehow enable the localizations based on some switch? Perhaps we could add a simple file to the project with contents "0" or "1" or something, and whenever the localizations or the base is changed the person doing this should reset it? This way we could have the localizations tested. Another option could perhaps be to use a/b version numbers for nightly builds, and only disable the localizations for alpha builds. And a third option could be to have a local condition (environment variable or something), but that would require extra communication between the developer and the builder.
