Sure, I think the idea of adding a file is good.  How about something like

disableLocalizations 1

so the meaning of the value is obvious?  That would also allow configuring 
other options, so if you wanted something like

appendAlphaVersion 1
appendBetaVersion 1

to change the version string, that would be easy.  Let me know the filename and 
I'll add support for it in the build script.
